Final results of Presidential Election: Full text of Constitutional Court’s proclamation

ALGIERS- The Constitutional Court published on Saturday a proclamation containing the final results of the early presidential election held on 7 September 2024:

"The Constitutional Court,

  • Given the Constitution, notably Articles 56, 85, 87, 88, 89, 91 (paragraphs 10 and 11), and 191,
  • Given the Order 21-01 of 26 Rajab 1442, corresponding to 10 March 2021, regarding the organic law on the electoral system, as modified and completed, notably Articles 245, 246, 247, 256, 258, 259 (paragraphs 4 and 5), 260, 272 (paragraph 2), and 275 (paragraph 6),
  • Given the Regulation of 9 Safar 1444, corresponding to 5 September 2022, establishing the operational rules of the Constitutional Court, notably Articles 57, 61, 62, 88, 89, 90, and 91,
  • Given the Presidential Decree 24-282 of 2 Dhou El Hidja 1445, corresponding to 8 June 2024, convening the electorate to organize an early presidential election,
  • Given Decision 06/D.C.C/24 of the Constitutional Court of 25 Moharram 1446, corresponding to 31 July 2024, validating the final list of candidates for the early presidential election,

 

  • After reviewing the provisional results of the presidential election announced by the National Independent Authority for Elections on 4 Rabie El Aouel 1446, corresponding to 8 September 2024,
  • After examining the vote counting reports, communal tallying reports, and results centralization reports established by the provincial electoral commissions and the electoral commission for residents abroad,
  • After considering the two appeals filed to the Constitutional Court by the candidates:

 

       * Hassani Cherif Abdelaali of the Movement of Society for Peace (MSP)

       * Aouchiche Youcef of the Socialist Forces Front (FFS),

        Whose appeals were accepted in both form and substance.

 

  • In accordance with Decision number 7 of the Constitutional Court dated 8 Rabie El Aouel 1446, corresponding to 12 September 2024, concerning the appeal against the provisional results filed by the representative of candidate Hassani Cherif Abdelaali of the Movement of Society for Peace.
  • In accordance with Decision number 8 of the Constitutional Court of 8 Rabie El Aouel 1446, corresponding to 12 September 2024, concerning the appeal against the provisional results filed by the representative of candidate Aouchiche Youcef of the Socialist Forces Front.
  • After hearing the reporting members,
  • After examining the various electoral documents, including void ballots and proxies,
  • After rectifying material errors and establishing the final results of the vote,

 

        The Constitutional Court reached the following final results: 

  • Total number of registered voters within the country and abroad: 24,351,551
  • Total number of voters who cast ballots: 11,226,065
  • Overall turnout rate: 46.10%
  • Void ballots: 1,764,637
  • Valid votes cast: 9,461,428
  • Absolute majority: 4,730,715 

 

        Votes obtained by each candidate in descending order: 

 

  • Tebboune Abdelmadjid received 7,976,291 votes, i.e. 84.30%
  • Hassani Cherif Abdelaali received 904,642 votes, i.e. 9.56%
  • Aouchiche Youcef received 580,495 votes, i.e. 6.14%

 

        Considering that under Article 85 (paragraph 2) of the Constitution, the election is won by an absolute majority of the valid votes cast by voters,

        Considering that candidate Abdelmadjid Tebboune obtained the absolute majority of the votes cast by the electors,

 

        The Constitutional Court announces the following:

  • Abdelmadjid Tebboune is President of the People’s Democratic Republic of Algeria for a second term.
  • He will take office immediately after taking the oath, in accordance with Article 89 of the Constitution. 
  • The present proclamation will be published in the Official Journal of the People’s Democratic Republic of Algeria. 
  • These are the deliberations of the Constitutional Court during its sessions held on 6, 7, 8, 9, and 10 Rabie El Aouel, corresponding to 10, 11, 12, 13, and 14 September 2024.
