The proceedings of this session were held in the presence of the Minister of Higher Education and Scientific Research, Kamel Baddari, the Russian Deputy Minister of Science and Higher Education, Konstantin Moguilevsky, the Ambassador of Algeria to Russia, Boumediene Guennad, the Director General for Europe at the Ministry of Foreign Affairs, National Community Abroad and African Affairs, Toufik Djouama, and the Chargé d'Affaires at the Russian Embassy, Alexey Kotcheshkov, as well as officials from both countries.

On this occasion, Cherfa said that “the regular holding of the Algerian-Russian joint intergovernmental commission on cooperation, alternating between Algiers and Moscow, reflects the willingness of both countries' leaders to enhance the level of bilateral relations in various fields, with a view to contributing to the strengthening and diversification of bilateral cooperation, as well as to the development of multifaceted strategic partnership.”

He emphasized that Algeria places “special importance” on enhancing both high-level political dialogue and economic cooperation with Russia.
