ALGIERS - The Security Council's failure on Thursday to adopt a draft resolution tabled by Algeria on behalf of the Arab group, recommending that the General Assembly admit the State of Palestine as a full member of the United Nations, after the United States had used its veto, prompted strong condemnation.
