Speaking at a Security Council session on "Protection of Civilians in Armed Conflict," Algeria's Deputy Permanent Representative to the United Nations, Nassim Gaouaoui, said that "the protection of humanitarian workers and UN personnel is a moral responsibility and a must to ensure the continuity of humanitarian work, which contributes to international peace and security."
He further emphasized the need for the Security Council to "take concrete steps to support and ensure the effective implementation of related recommendations included in the Secretary-General’s report."
The Algerian diplomat said that the adoption of Security Council Resolution 2730 "came at a critical time when humanitarian workers and UN personnel face unprecedented challenges due to the increase in systematic attacks against them, particularly in Gaza and Lebanon."
He said that the Zionist entity had established itself as the "entity responsible for the highest number of violations" against the integrity and safety of humanitarian workers recorded in history.
It is worth noting that in May, the Security Council adopted Resolution 2730, which requests UN Secretary-General Antonio Guterres to present recommendations on measures to prevent incidents targeting humanitarian workers, hold perpetrators accountable, and enhance the protection of humanitarian personnel.
“Today’s meeting was an opportunity to strengthen international commitment to the protection of humanitarian workers and UN personnel,” he said noting that "they are a lifeline for millions of people who depend on humanitarian aid for their survival."
He added that ensuring their protection and a secure environment for their work "was a collective responsibility requiring concerted efforts at all levels and by all international actors."
"The Security Council bears a particular responsibility in this regard,” he said.
He also stressed "the necessity for member states to uphold their commitments under the Geneva Conventions and their additional protocols."
"We call for strengthening national mechanisms to monitor compliance with international humanitarian law and ensuring transparent and independent investigations into every documented violation," he said. [/ecr]
