HASSI MESSAOUD (OUARGLA) — Prime Minister Nadir Larbaoui laid the foundation stone on Monday for a new oil refinery project in Haoud El-Hamra (Hassi Messaoud) that will bolster the energy sector, in implementation of instructions given by the President of the Republic, Abdelmadjid Tebboune, during the last two meetings of the Council of Ministers.
