Algeria's foreign policy is built on "international cooperation based on peace and non-interference in the internal affairs of states, as well as peoples' right to self-determination," Mamouni said at the 2024-2025 Judicial Year, chaired by Mister Abdelmadjid Tebboune, the president of the Republic, the chairman of the High Judicial Council.

"All state institutions and non-governmental organizations (NGOs) are now called upon to step up their efforts to combat any deviation from the Constitution and any disregard for the laws of the Republic, undermining the development process, and any infringement of the highest interests of the State."

The first president of the Supreme Court said "it is essential to develop the judicial arena with a view to creating the appropriate legal and judicial framework to protect the interests of the Algerian state, in line with the constitutional and legal guarantees."

Mamouni mentioned the means to achieve this goal, including "the establishment of a code of judicial ethics, the improvement of scientific knowledge and the creation of a digital scientific environment, ensuring the credibility and effectiveness of the judicial work according to the objectives set to promote the Justice sector."
