In a statement adopted at the initiative of Algeria as part of the A3+ Group and the United Kingdom, the Council’s members expressed "their concern about recent developments and tensions in Libya" and "called on Libyan players and institutions to refrain from any unilateral action that could increase tensions, undermine trust, and widen divisions and institutional disagreements among the Libyans."
The Council’s members also "urged all Libyan political, economic and security leaders as well as institutions to defuse tensions, to refrain from using force or threatening to use it, or taking economic measures aimed at exerting pressure, and to reach a consensual solution to the current crisis concerning the Central Bank."
They called on the Libyan parties to “avoid any military action likely to compromise Libya’s fragile stability and the civilians’ security, as well as the cease-fire agreement of 2020,” while stressing the importance of the accountability.
The Security Council’s members reminded all the political leaders and institutions of their commitments and obligations in accordance with the relevant resolutions of the Security Council, notably the resolution 2702 (2023), based on the Libyan political Agreement and the roadmap of the Forum of Libyan Political Dialogue and on the updated electoral laws.
