ALGIERS- "The Whispers of Dawn," a film directed by Algerian Kamel Rouini has won the Best Short Film award at the second International Film Festival of Nouakchott, held from 22 to 26 October, according to a communiqué issued by the Algerian Center for Cinema Development (CADC).
