February 12, 2025 (MOSCOW) – Sudan and Russia have reached a final agreement on the establishment of a Russian naval base on Sudan’s Red Sea coast, Sudanese Foreign Minister Ali Youssif announced on Wednesday. The two countries initially signed a preliminary agreement in late 2020 to establish what was described as a Russian naval logistics hub in Sudan, with a maximum of 300 personnel and capacity to receive up to four warships, including nuclear-powered vessels. However, Sudanese authorities had since appeared hesitant to move forward with the plan. “Sudan and Russia have reached an understanding on the agreement regarding the Russian naval base,” Youssif told a joint news conference with his Russian counterpart Sergei Lavrov in Moscow. “We are in complete agreement on this matter, and there are no obstacles… We have reached a mutual understanding on this issue. Therefore, the matter is very simple… We have agreed on everything.” Lavrov praised the development of relations between the two countries, reiterating Russia’s support for Sudan in all international forums and expressing his country’s determination to strengthen bilateral ties.
