Angola announced its plan to get DR Congo and the M23 militia leaders at the negotiating table after Congolese president Felix Tshisekedi met with his Angolan counterpart on Tuesday to discuss the regional implications of the conflict. More than 7000 people have died in the M23's offensive this year, and neighbouring countries have been hit by the fallout from the fighting. Burundi is witnessing the biggest influx of refugees it has seen in decades with more than 63,000 having crossed the border.
