Russia’s latest changes to its nuclear doctrine do not make much of a difference on the country’s potential use of its nuclear arsenal, former Russian diplomat Boris Bondarev told Al Arabiya News on Tuesday.“If it comes to the point where Putin and his generals gather somewhere and think about using nuclear weapons for real, they will never recall that there is some kind of doctrine.
